Case report security
Each case report in CLERK has a "security level", controlling who may view, edit, or approve it. The concept is similar to the military classification scheme: confidential, classified, secret, top secret, etc.
Each user is given a "security clearance" for viewing and editing. If a supervisor approves the report (i.e. elevates the security level of a report beyond the user's edit clearance), the user is no longer able to edit the report.
A traditional "approved vs. not approved" system would have two security levels. CLERK allows up to 9 levels, although most departments will not use that many.
